Essential Safety Measures Compliance Gap

When a building is constructed, it is done so with an array of visible and invisible (active and passive) fire safety features, systems and equipment. All too often the invisible safety measures and not maintained, leaving building owners facing a compliance risk when completing their yearly condition report and/or annual essential safety measures compliance statement.

An essential safety measure was historically (pre 2011) referenced in Section I - Equipment & Safety Installations of the Building Code of Australia (now known as the National Construction Code).  After 2011, this section was removed but does provide us some guidance on the classification of safety installations as follows;

  • Building Fire Integrity;
  • Means of Egress;
  • (Safety or Warning) Signs (or signage);
  • Lighting (Emergency Lights & Artifical Lighting);
  • Fire Fighting Services and Equipment;
  • Air-Handling Systems;
  • Automatic Fire detection and Alarm Systems;
  • Occupant Warning Systems;
  • Lifts (such as stretcher facilities in lifts and emergency lifts);
  • Building Clearance & Fire Appliances;
  • Other Measures (glazing, balconies, balustrades, safety fences, etc);
  • Building Use & Application.

The occupancy permit (Victoria) or maintenance schedule for a building will set out the maintenance requirements for these systems. To comply with these requirements a building owner (or the Agent of the owner) will need to have established maintenance of these safety measures in order to prepare an Annual Essential Safety Measures Report or AESMR.
