Visitor is a person who is within a facility who is temporarily visiting the facility and is not—
(a) employed at or for the facility, either on a permanent casual, temporary, contracting basis;
(b) a resident/inmate; or
(c) studying at the facility.
NOTE: Visitors include customers and clients.
