Telecommunications Services

Telecommunications Services

Australian Standard AS/CS S009:2020 covers the installation requirements for customer cabling (Wiring Rules), is one of a series of Telecommunication Standards. The term telecommunications services is used in Australian Standard AS 3000 to provide context for the segregation requirements between low-voltage electrical power cabling (230V/400V AC mains) and telecommunications cabling.

For the sake of this definition, the term telecommunications services is generally accepted to mean cabling or equipment that is connected, or is intended to be connected, to a telecommunications network, including any cord or cordage, or that part of any cord or cordage that is connected as fixed or concealed cabling.

AS/CA S009 shifted the classification of telecommunications circuits to a hazards-based standard engineering approach. Telecommunications services passing through customer cabling are categorised by energy source classification levels rather than strictly by utility type:

  • ES1 (Safe): Energy levels are low enough that, when touched, the voltage or current is undetectable or harmless. It is considered safe for an "ordinary person" under all conditions.
  • ES2 (Moderate): Energy levels are higher than ES1 but are unlikely to cause serious injury. They may cause pain, so equipment safeguards are required.
  • ES3 (Hazardous): Energy sources with no voltage or current limits. These levels can cause injury, fire, or death. They require multiple, reinforced safeguards (e.g., standard mains voltages, 100W Power over Ethernet).
