Fire Brigade Intervention Model ("FBIM")

The Fire Brigade Intervention Model is a guideline and methodology developed by the Australasian Fire and Emergency Service Authorities Council (AFAC) and used by fire brigades to help quantify the time necessary for the various fire brigade functions to be performed in relation to a structure fire. The model has been primarily developed for use in fire engineering design in a performance-based regulatory environment so that the functional role of a fire brigade can be effectively incorporated into the performance-based building code design such as the National Construction Code (NCC).

The model takes into consideration a range of activities such as;

• attendance to the fire or emergency including the gathering of information necessary for the prioritisation and response to the emergency;
• consideration for additional or specialist resources and/or equipment, including methods used to control a fire;
• building size and classification;
• establishment of the fire-ground including traffic management and water supplies;
• evacuation, search and rescure;
• containment, control and extinguishment of the fire;
• protection of adjoining properties and/or surrounding environment.
